The Dodge County Board of Supervisors unanimously approved a $20,000 transfer from the Inheritance Tax Fund to the Indigent Fund on Feb. 4, 2026, citing rising indigent fund expenses and a decision that the transfer should not be repaid when funds become available.
Separately, County Attorney Hopkins asked the board to table consideration of an inheritance tax refund request from Robert D. Boettger in the amount of $45,435.61 and referred the matter to her office for legal review. Hopkins told the board her office oversees all inheritance tax worksheets, wants to confirm the request meets legal requirements, and said, "this is the first time she has seen any documents regarding this refund." The board voted unanimously to table the item and scheduled it for consideration at the Feb. 18, 2026 meeting.
The minutes do not record debate on alternative funding sources or projections of future indigent fund needs beyond the decision to keep the transferred funds in the Indigent Fund rather than repaying them.
