Dodge County board approves emergency access to school cameras, juvenile services grants and claims

At its Dec. 10 meeting the Dodge County Board of Supervisors unanimously approved an interlocal giving dispatchers emergency access to Fremont school security cameras, authorized two FY2027 juvenile-services grant applications to the Nebraska Crime Commission, and approved wage and financial claims totaling $577,506.90.
The Dodge County Board of Supervisors on Dec. 10 unanimously approved an interlocal agreement with the Fremont Public School District that will give Fremont/Dodge County dispatchers emergency access to interior school security camera live feeds, the board approved two FY2027 Community-based Juvenile Services Aid applications for submission to the Nebraska Crime Commission, and signed off on wage and financial claims.
Shelly Holzerland, 911 director for Fremont/Dodge County 911, said dispatchers will have access to live interior cameras only in emergency situations and will be trained extensively on protocols and use during sessions when no students are present. She said the PSAP Board has approved the interlocal and County Attorney Hopkins reviewed it for Dodge County compliance.
Meggie Studt, Dodge County Juvenile Diversion Director, said one FY2027 Community-based Juvenile Services Aid application will cover the program’s existing services including her salary and benefits as well as contracted services such as therapy, transportation and alternatives to detention. A second FY2027 application (EB) will cover salary and benefits for Dodge County Juvenile Diversion employee Claudia Castaneda. The board authorized Chairman Missel to sign both applications for submittal to the Nebraska Crime Commission.
The board also unanimously approved wage and hour claims in the amount of $331,020.38 and financial claims totaling $246,486.52, a combined $577,506.90. No dissent or amendments were recorded on those items.
The interlocal is limited to dispatcher access to interior camera feeds in emergency situations and includes a training requirement; the county attorney’s review was noted but the interlocal itself does not change school security policy. The board adjourned and will reconvene Dec. 23, 2025.
