Mills River council approves FEMA baseball-field funding, authorizes staff labor on wellhouse repair and appoints planning-board member

Staff presented a budget amendment ordinance (2026-21) to record $161,000 awarded by FEMA for the baseball-field repair and an additional $45,000 to cover Category Z administrative and engineering oversight costs. Staff said the grant award had been received and work would begin the following Monday; the council adopted the amendment by voice vote.
On a related FEMA matter, Ms. Ostein explained the council was being asked to adopt Resolution 2026-15 to permit "force account labor" — the use of town staff rather than an outside contract — to repair the wellhouse roof while preserving FEMA reimbursement eligibility. Ms. Ostein said the town has a staff member with a contracting license who can perform the work and that employing staff will be time reimbursed under FEMA rules. The council approved the resolution; the transcript records general agreement but no roll-call vote.
Finally, council appointed Amber Fulmore to the planning board for a two-year term ending June 25, 2028. The appointment was moved, seconded and approved by voice vote.
Next steps: staff will record the budget changes in town accounts, document timekeeping for FEMA reimbursement where applicable, and onboard the new planning-board member.
