Mt. Vernon approves $1.8M in vouchers; awards Fountain Place road and EPA sewer contracts

Bechtel reported the Fountain Place Road project drew three bids. Guinzy Construction, Inc. was the low bidder at $1,451,734.88, with Samron Midwest at $1,455,455.00 and Baxmeyer Construction at $1,487,607.77. Staff recommended awarding the contract to Guinzy Construction; Council Member Donte Moore moved to accept the recommendation and the council approved it unanimously.
Bechtel also presented the 2023–24 USEPA Community Grant Sanitary Sewer Investigation Project. Visu-Sewer of Missouri, LLC was the sole bidder at $184,041.50. According to the grant manager, the bid was below the engineer's estimate and EPA approval is not expected to be a problem. Council Member Ray Botch moved to accept that bid; the council approved the motion with unanimous yeas.
All three motions were approved with the same recorded affirmative votes: Ray Botch, Joe Gliosci, Donte Moore, Mike Young and Mayor John Lewis. The council did not specify contract start dates or project timelines at the meeting; staff will proceed with finalizing award paperwork and any EPA submittals required for the grant-funded work.
