Officials noted differences in vendor systems (some record locally to a removable card, others store footage in the cloud) and warned that access and retrieval procedures must be clarified to avoid delays during investigations.
Committee members asked that legal counsel review the draft policy to ensure compliance with state rules on audio consent and public-records law; presenters clarified the proposal is for visual recording only. Members additionally requested guidance on expected service levels and monitoring for system malfunctions.
The memo will go to subcommittee for further drafting of a formal policy (policy ECAF) that addresses retention, public-records access, vendor agreements and reliability standards. No final policy vote occurred at the meeting.
