Mount Vernon council approves $1.6M in bills, green-lights road bidding and several zoning changes

At its Aug. 19 meeting the Mount Vernon City Council approved $1,613,878 in accounts-payable vouchers, authorized expansion of the city’s public surveillance camera program, approved redevelopment-related rezoning measures and authorized staff to seek bids for reconstruction of Fountain Place Road backed by a 50% IDOT grant.
The Mount Vernon City Council on Monday approved consolidated vouchers totaling $1,613,878.00 and moved forward on several development and public-safety items.
Council Member Joe Gliosci moved to approve the consolidated vouchers; Donte Moore seconded and the measure passed with Council Members Ray Botch, Joe Gliosci, Donte Moore and Mayor John Lewis voting yea (Council Member Mike Young was absent).
City Manager Mary Ellen Bechtel asked the council to waive bidding and add cameras to the city’s Public Surveillance Program, including installations at Veterans Park (estimated $173,322.47) and at 9th Street and Broadway Park (estimated $40,192.98). The council granted permission to waive bidding and proceed with the camera additions.
Bechtel also requested permission to seek bids for the Fountain Place Road reconstruction project, which would remove a circle drive and extend Fountain Place Road to the Manner Polymer property. The estimated project cost is about $1.8 million; Bechtel said the city received an Economic Development Grant through the Illinois Department of Transportation covering 50% of the cost, leaving an approximate city match of $900,000. The council authorized staff to seek bids.
The council approved a preliminary and final plat for Chesley Industrial Park to reorganize parcels after new roads were constructed, a decision the city said will make the properties easier to market for development.

The council met for roughly 23 minutes and adjourned at 7:23 p.m. Items with approvals will proceed to the next administrative steps: procurement for the camera installations and the Fountain Place Road bidding process.
