By motion of Max Allen, seconded by Sue Sapp, the council accepted the requested departmental budgets for FY2024‑25 (motion recorded as carried 4‑0). Council discussed increases in the Fire and Police budgets; Mark Meints explained each proposed increase during the meeting. The council discussed billing arrangements for Utilities work on abatements and for mowing and weed control; Tim Sedlacek said the city will invoice responsible property owners for some costs.
The council also accepted Resolution 2024‑02, the annual certification of program compliance for the Nebraska Department of Transportation, and voted to accept the new 3&33 Mutual Aid Agreement — an addendum that allows assistance with fires outside the district — with a motion by Max Allen and second by Neil Van Boening; that motion carried 4‑0 and the mayor was authorized to sign the agreement.
Council approved training attendance for emergency personnel: a motion authorized up to four EMS members to attend an EMS mini‑conference at Southeast Community College in Hebron on Aug. 17 (city to cover mileage and registration), and another motion authorized attendance at the 21st Annual Bryan trauma symposium in Lincoln with mileage and training costs paid by the city; both motions were recorded as carried 4‑0.
Clerk Janet Riensche will compile an inventory of MFO expenditures since 2020 as requested during budget discussions; Mark Meints will perform a separate inventory of department firearms and equipment. The council did not set specific budget line amounts beyond approving departmental budgets in concept during the meeting.
