Council approves multiple rezoning and land-use measures, denies one council member's objection on storage-container use

At its July 15 meeting the Mount Vernon City Council approved a series of land-use actions, including three rezoning ordinances, a planned-development amendment and a conditional-use approval for a storage container.
City Manager Mary Ellen Bechtel presented Ordinance #2024-22 to rezone property at 16992/17030 E. Marlow Road from A-G to R-2 at the request of Diana Gonzales; Planning and Zoning recommended approval and the council voted to adopt the ordinance. Bechtel then presented Ordinance #2024-23 to change zoning on Brownsville Road from R-1 to R-M2 to accommodate a mobile home for TET, Inc. (petitioning party recorded as Raymond McKinney); that ordinance also passed.
Bechtel presented Ordinance #2024-24 to rezone 13120 Dartmouth Lane from A-G to R-1 to facilitate the sale of property for petitioner Dustin Schierbaum; the council approved the ordinance after Planning and Zoning review. Bechtel also presented Ordinance #2024-26, a planned development amendment at 3406 Broadway to facilitate construction for T-Mobile; the council approved the amendment.
On the conditional-use request for a storage container at 501 S. 10th Street (Ordinance #2024-25), Lindsey Bowlin, representing JL Real Estate, told the council that the containers are being used for NuTherm International Business and are intended for "level two storage." The council approved the conditional use on a 2–1 vote: Donte Moore and Mike Young voted yes; Ray Botch voted no.
