Sanford council approves master plan distribution, keeps millage at 2 mills and allocates public safety funds

The Village of Sanford council unanimously approved several administrative and planning actions at its June 8, 2026 meeting, including distributing the draft Master Plan for the required 63-day review, keeping the millage tax-rate request at 2 mills for 2026, approving routine bills and purchases, and allocating public safety revenue-sharing funds.
Master Plan distribution: Council member Don Whaley moved to approve distribution of the draft Master Plan to surrounding jurisdictions, public utilities and other registered entities for the required 63-day review period; Leah Ziems seconded. The motion passed with yeas from Carl Hamann, Leah Ziems, Don Whaley, Marcus Thrush and Dolores Porte. The distribution starts the formal intergovernmental and public review required by local planning procedures.
Millage request: Marcus Thrush moved to keep the village’s 2026 millage request at 2 mills; Leah Ziems seconded. The motion passed unanimously (yeas: Hamann, Whaley, Thrush, Ziems, Porte). The minutes record no amendment to the rate and no dissenting votes.
Bills and purchases: The council accepted the May 11, 2026 minutes on a motion from Don Whaley (seconded by Carl Hamann). Marcus Thrush moved to approve bills totaling $30,451.10; Carl Hamann seconded and the motion passed with all members voting yes. Separately, the council approved purchase of eight folding picnic tables after a motion by Marcus Thrush, seconded by Leah Ziems; that motion also passed unanimously.
Public Safety Revenue Sharing: The village received $2,365 in public safety revenue-sharing funds. Marcus Thrush moved, and Don Whaley seconded, to send 75% ($1,773.75) to the Midland County Sheriff Department and 25% ($591.25) to the Jerome Township Fire Department. The motion passed with all members voting yes.
Other business recorded in the minutes included tabling consideration of a clerk pay increase until additional information is available and an Art Seen community mural event June 11–16 with a public event on June 13. The meeting was adjourned at 8:09 p.m.; minutes were signed by Village President Dolores Porte and Village Clerk Janell Kopke.
