Committee reviews memo proposing security cameras on buses; members seek access, service and public-records safeguards

The school committee reviewed a memo proposing the addition of security cameras to district transportation vehicles to deter unwanted behaviors and support incident investigations.

According to meeting materials, the bus contract includes camera installation and the vendor indicated the buses are already wired for cameras at no additional cost to the district. The memo framed cameras as both a proactive deterrent and an investigative tool when incidents occur on buses.

Committee members raised two practical concerns: who owns the footage and how quickly the district can obtain it in an investigation. Speakers noted that the bus company owns the vehicles and that obtaining footage from vendors has in some prior cases been slow, which can complicate bullying or disciplinary investigations. Members asked staff to draft a service-level agreement or contract language that ensures prompt access to footage when requested and clarifies public-records procedures and retention timelines.

The committee did not adopt a policy at the meeting; staff said the memo is informational and that the topic will be considered further by a subcommittee and legal/contract staff to address access, retention and transparency (public-records) concerns before formal policy language is recommended.

Next steps: staff will return with proposed contract language or a service-level agreement clarifying who controls footage, response timelines for investigative requests and how footage will be treated under public-records law.
