Voters approved a bylaw amendment to add Section 55.3 to Chapter 55 (Treasurer/Collector) so local payment agreements for tax-title matters conform to recent changes in Massachusetts law.
Town counsel explained three amendments added to the warrant to reflect statutory changes: increasing the maximum payment-agreement term from five to ten years, eliminating a statutory 50% interest-waiver condition so the town may waive interest as permitted, and reducing a 25% down-payment requirement to 10%. Counsel said the Attorney General raised issues about the town's prior language and that the changes mirror what the Legislature updated in Chapter 60, §62A.
There was little discussion after explanation; the motion passed by a substantial majority, 58 yes to 1 no. The change adjusts the town's local bylaw to be consistent with state law and gives the Treasurer/Collector clearer authority to execute payment agreements under the updated statutory framework.
