Rushford Village planning commission forwards revised zoning-fee schedule to council

The Rushford Village Planning and Zoning Commission voted April 21 to send a revised zoning-fee schedule to the City Council for review, adding a $100 fee for chicken permits and a new requirement that all commercial and industrial solar and wind applications be heard at a public hearing regardless of size.

The fee schedule draft, reviewed at the commission meeting, also changed the permit-fee threshold for repairs and remodeling to apply when project costs exceed $3,000 instead of $10,000 and removed language referring to smaller commercial/industrial solar and wind applications. Planning and Zoning Administrator Jon Pettit presented the draft and described the edits made during the meeting.

The motion to forward the proposed schedule was made by Planning and Zoning Commission member Hamilton Petersen and seconded by member Jesse McNamer; the motion carried. The commission did not record a roll-call tally in the minutes beyond the motion and second notation.

Commissioners and staff characterized the changes as administrative updates to the schedule and procedural protection for larger energy projects by placing them before the public in a hearing format. The new public-hearing requirement will mean that developers seeking commercial- or industrial-scale solar or wind approvals must appear before the council for public testimony regardless of project size.

The commission forwarded the proposal to the City Council for review; next steps will depend on any council direction or required public-notice procedures under local ordinance.
