Council suspends effective date of CenterPoint Energy GRIP rate adjustment for 45 days

Bunker Hill Village’s City Council voted on April 15 to adopt a resolution suspending the April 19, 2025 effective date of CenterPoint Energy’s proposed GRIP interim rate adjustments for the maximum 45 days permitted by statute.
City staff reported that CenterPoint filed materials seeking recovery of $654,119,475 in invested capital and estimated the impact on an average residential customer at about $2.88 per month in the Houston/Texas Coast rate area (with different customer-charge figures for other rate areas). Under the GRIP statute cities cannot challenge the request on the merits but may suspend the effective date for review; the Gulf Coast Coalition of Cities (GCCC), of which Bunker Hill Village is a member, is coordinating review and legal response. The City Attorney and GCCC counsel recommended suspension.
Councilmember Carl Moerer moved to approve Resolution No. 04-15-2025B to suspend the effective date of the rate increase; Councilmember Keith Brown seconded and the motion carried 3-0.
