Council adopts ordinance adding minimum-lease regulations to zoning code

Mayor Pro-Tem Susan Schwartz opened the required public hearing on April 15 and the City Council adopted an amendment to the zoning ordinance that adds regulations related to leasing.
City Administrator Gerardo Barrera and the Planning and Zoning Commission presented the measure as a response to resident feedback and an incident where a house was used for a private commercial event. Staff and the P&Z recommended adding minimum-lease provisions and discussed possible permit or approval requirements for properties hosting commercial-like events, though Barrera said enforcement of an event-specific permit would require further investigation.
City Attorney Loren Smith told the commission and Council that the legal landscape for restricting minimum lease length is evolving and may not be enforceable in all respects; neighboring municipalities Hunters Creek and Spring Valley have adopted similar language without reported challenges so far. No members of the public offered comment during the hearing.
Councilmember Carl Moerer moved to approve Ordinance No. 25-648; Councilmember Keith Brown seconded the motion. The motion carried 3-0.
