The motion passed on a roll-call vote of the participating member towns. The committee also approved the MSBA scope and budget agreement in a separate roll-call vote.
The agenda packet and the motion on the borrowing referenced state law citations as “General law c71 s16n” and the warrant calling for a districtwide debt-exclusion election under General Law c.71, §6(n). The committee approved the warrant calling for a districtwide debt-exclusion election to be held Saturday, Jan. 25, 2025.
Bond counsel Rick Manley, who identified himself on the record as the district’s bond counsel, was present on the call and available during the vote. The committee’s approval completes the local motions required to place the debt-exclusion question before voters on the January ballot.
The motions recorded at the meeting were procedural approvals required to advance the MSBA-funded project. The meeting did not include extended debate; members voted in favor of the motions after routine confirmations on the form of the warrant and the project documents. The MSBA board of directors had previously approved the project, a presenter said during the building committee update.
Next steps include distributing the official warrant and preparing the districtwide ballot materials for the Jan. 25 election. The committee did not announce further implementation dates at the meeting.
