The Dolores County Board of County Commissioners on Dec. 15 deferred final action on a subdivision-exemption application for property owned by John Black after staff said the necessary trustee authorization and correct vesting name were not on file.
Staff told the board they had circulated a draft plat but later discovered the trustee name did not match county records and that Mr. Black had not yet filed the required authority. Staff said they had delivered the authorization paperwork to Mr. Black and expected him to return it but recommended the board not approve the exemption without completed documentation.
Commissioners discussed recurring problems with vesting names on plats and the practical consequences when ownership records later do not match title documents. Staff suggested the county consider requiring a vesting deed or a title-company opinion to avoid future mismatches; commissioners acknowledged such a requirement could add $500–$800 in transaction costs but said it might prevent long-term problems.
The board agreed to hold the item (resolution 12-25-01) and revisit final approval at a special meeting scheduled for Dec. 22, allowing time for Mr. Black to provide the trustee authorization. No formal approval of the subdivision exemption was made at the Dec. 15 meeting.
