Carroll County awards $8,650 contract to Schultz Painting for courthouse basement work

County staff presented three bids to repaint the courthouse basement and related stairwell areas, and the board voted to accept the lowest bid from Schultz Painting.

Zach, who led the procurement review, said he obtained three bids: Schultz Painting (local), JC Tolen Painting (the subcontractor used during the courthouse remodel), and K&D Painting. "Tim Schultz with Schultz Painting came in with the lowest bid at 8,650," Zach said, adding that Schultz's written quote was less detailed than others but that Zach planned to confirm the full scope with him.

Board members pressed on scope differences. Contractors proposed differing approaches for large holes where ductwork penetrations exist: some recommended placing a metal register or cover and painting over it, while others proposed fuller drywall repairs. Zach said any of those approaches would produce a satisfactory appearance and that the contractors agreed to similar timeframes; actual work likely would occur in fall or winter when contractors are less busy.

A board member moved and the board seconded awarding the Schultz Painting quote for $8,650; the motion carried by voice vote. Staff said they will reconfirm with Schultz that the bid covers the agreed scope (fill holes, remove wallpaper where specified, and paint offices and hallways) and arrange scheduling.

The board also noted that the east stairwell was priced as a separate part of the work and might be handled under a separate quote or later phase. Facilities staff will return with any finalized contract details if required.
