River Ridge CDD adopts FY2024/25 budget and imposes special assessments

The River Ridge Community Development District on Aug. 27 adopted its fiscal year 2024/25 budget and a companion resolution imposing special assessments for the coming year.

At a public hearing, District Manager Chuck Adams told the Board that the budget posted on the agenda contained clerical errors; Supervisor Kurt Blumenthal had submitted corrections, including a revised description for the "Street sweeping" line item. The public hearing opened and closed with no comments. On a motion by Mr. Blumenthal, seconded by Mr. Twombly, the Board adopted Resolution 2024-07 (annual appropriations and budget) as amended.

The Board then held a separate hearing on Resolution 2024-08, which makes a determination of benefit and imposes special assessments for FY2024/25. District Counsel Tony Pires recommended opening the hearing; no affected property owners spoke. The Board approved edits to remove references to "Exhibit B" and, on a motion by Mr. Blumenthal seconded by Mr. Twombly, adopted Resolution 2024-08 as amended.

Why it matters: adoption of the budget and certification of assessments sets the district’s spending plan and the basis for collecting assessments from property owners for district operations and maintenance. The Board also approved the Goals and Objectives/Performance Measures form required by recent state legislation (HB7013), which directs special districts to post an initial performance report by Dec. 1, 2025.

The resolutions were adopted unanimously; the district did not receive oral public testimony on either matter during the hearings. The Board will proceed with administrative steps to publish the adopted budget and assessment roll and to implement the approved performance reporting framework.
