Troutdale urban renewal agency adopts FY 2026-27 budget, declares tax increment

The Urban Renewal Agency of the City of Troutdale on June 16 unanimously adopted its fiscal year 2026-27 annual budget and passed a separate resolution declaring the tax increment used to fund agency tax revenues.

Eric, an agency official, told the board the budget was approved earlier by the budget committee in April and “there’s been no changes to the budget as it was approved by the budget committee” and that required notices and UR-1 forms had been published. The chair opened the required public hearings on both the budget and the tax-increment declaration and invited online and in-room participation; no members of the public spoke.

After the hearing the board voted to adopt the budget and make appropriations for FY 2026-27. A subsequent motion to impose and declare the tax increment for the same fiscal year passed on a unanimous roll-call vote. Agency staff said the tax-increment declaration is required by the county assessor so the assessor can apply the division of tax increment when calculating tax rolls in October; the agency also said the estimated property-tax revenue from that division was already incorporated into the adopted budget.

The meeting began with approval of the consent agenda, including minutes from the January 13, 2026 regular meeting, and concluded shortly after the two budget-related votes when the agency adjourned.

The agency did not receive any public comment on these items during the hearing. The actions take effect as procedural matters of adoption and declaration for the Urban Renewal Agency’s FY 2026-27 finance plan; staff indicated no changes to the budget adopted by the budget committee and said they followed publication and notice requirements.
