DRB approves early site package for Vantage Apartments to install pipe across wetland

The Summerville Design Review Board voted on June 25 to approve an early site package for the Vantage Apartments project that will let the developer install a pipe and temporary rock access across part of a wetland area covered by existing permits.
The applicant explained the early site package is a limited, immediate authorization to complete a permitted wetland impact (installing a pipe and access) before the existing permit expires; the team said they will submit the full development package for the board’s preliminary and final review later.
“It's a preliminary and final approval of an early site package which effectively is putting a pipe in the ditch,” the applicant said, describing the work as temporary rock access and pipe installation. The team said they plan to submit the full package on July 3 and expect to be scheduled for preliminary review at the end of July.
Board members asked whether sidewalk crossings or other pedestrian connections would require additional wetland impacts. The applicant and staff said there will be no additional wetland impacts for the sidewalk connection discussed at the meeting and that the team is executing only a portion of previously permitted crossings now.
A motion for final approval of the early site package was made, seconded and approved by voice vote.
The developer will return with the full site plan, which will include the sidewalk connection and broader tree and landscaping treatments, at the next scheduled submittal.
