Davison County board grants conditional use for home-based counseling with animal and nature therapy

The Davison County Board of Adjustment unanimously approved a conditional use on Dec. 16, 2025, allowing a home-based professional counseling office that will incorporate animal therapy, gardening and nature therapy in the county’s Agricultural District. Chairperson Randy Reider called the meeting to order at 9:15 a.m., and the board voted in favor after hearing the item.

The Planning Commission had recommended granting the request by a 7-0 vote. The board motion to grant the conditional use was made by board member Kiner and seconded by board member Blaalid. A roll-call vote recorded Claggett—aye; Reider—aye; Blaalid—aye; Kiner—aye; Nebelsick—aye, and the motion carried.

The application was filed Nov. 14, 2025. Public notice was published in the Daily Republic on Nov. 22 and Nov. 29, 2025; signage was posted Nov. 21, and both the applicant and abutting property owners were notified on Nov. 21. The board cited consideration of Section 12:06(a) of the Davison County Zoning Ordinance in making its decision; the ordinance was identified in the record as adopted April 1, 1998, as subsequently amended. The property was described in the record as Lot A in the SE1/4 of Section 21, Township 102 North, Range 62 West of the 5th Principal Meridian, Davison County.

Earlier in the brief meeting the board approved the day’s agenda (motion by board member Blaalid, seconded by Nebelsick) and the Nov. 13, 2025 meeting minutes (motion by Nebelsick, seconded by Blaalid); both motions were approved unanimously by voice vote. At 9:20 a.m. board member Kiner moved to adjourn, the motion was seconded by Claggett and carried. The meeting was attested by Chairperson Randy Reider and Auditor Kathy Wingert.
