Andover tables pond parking-lot resurfacing using millings, requests drawings and buffer

The Andover Conservation Commission on May 5 declined to act on a town proposal to resurface a small pond parking lot with reclaimed asphalt millings, instead asking DPW staff to return at the June 2 meeting with drawings, photos and a plan showing a vegetated buffer.
The DPW representative said the town has some millings available and proposed using them for the laydown/parking area, adding screened millings on top to improve bonding. The presenter noted millings are an oil‑based, stone‑derived product and explained construction practices (digging 8–10 inches, stone base, filter fabric, compacting and rolling) that could stabilize the surface.
Commissioners raised water‑quality concerns: millings can contain residues from roadway projects and, without proper stormwater controls and a buffer, could migrate toward the stream. One commissioner suggested reducing parking to six cars, installing large rocks to prevent vehicle encroachment, and providing at least a 50‑foot vegetated buffer between parking and the water. The DPW representative agreed to prepare a site sketch, photos, and a plan that would slope stormwater toward a swale or the road rather than directly into the water.
The commission tabled the application and directed staff to return with a drawing and mitigation details at the June 2 meeting. No formal approval or permit was granted.
