Davison County Board of Adjustment approves two conditional uses for vehicle and trailer sales

The Davison County Board of Adjustment unanimously approved two conditional-use permits at its Aug. 12, 2025 meeting, allowing vehicle-related sales at two rural properties.
Chairperson Randy Reider called the meeting to order at 9:15 a.m. and the board first approved the meeting agenda and the minutes of June 10, 2025. After a public-input period with no speakers, the board considered two conditional-use applications that had been recommended for approval by the Planning Commission (5-0-2, no conditions).
The first permit granted would allow Robert Carstensen, doing business as ROKmotors, LLC, to operate auto sales, including trailers, in the Agricultural District under Section 3:04(5) of the Davison County Zoning Ordinance. The application was received June 23, 2025; it was published in the Daily Republic on July 26 and Aug. 2, 2025; posted on the property July 28; and adjacent property owners were notified July 24. A motion to grant the conditional use was made and carried on a roll-call vote with Claggett, Reider, Blaalid, Kiner and Nebelsick recorded as voting "aye." The Planning Commission recommendation (5-0-2) was noted in the record and no conditions were attached.
The second permit approved would allow Ronald Halweg, doing business as The Hitch and Buggy, to sell new and used trailers in the Rural Commercial District under Section 9:05(5) of the Davison County Zoning Ordinance. The application timeline and public-notice steps listed in the record were the same publication and posting dates as above; adjacent property owners were notified on July 24. Nebelsick moved to grant the conditional use, Kiner seconded, and the motion carried on a unanimous roll-call vote (Claggett, Reider, Blaalid, Kiner and Nebelsick voting "aye"). The Planning Commission recommendation (5-0-2) was again noted and no conditions were imposed.
The board completed routine business and adjourned at 9:28 a.m. following a motion by Blaalid and second by Nebelsick, which carried unanimously.
