The Manchester City Council on Monday voted to approve Resolution 50, a letter of support for a Workforce Housing Tax Credit (WHTC) application to the Iowa Economic Development Authority submitted by West Shulty.
Tim, a city staff member, described the projects West Shulty proposes under the WHTC program: four single‑family units on Middle Brook Trail, a 16‑unit flexible project on the former Lincoln School site at 401 Lincoln School, a duplex at 51 Grand Street (a city‑acquired lot where an older house would be removed) and a single‑family home at 504 Lincoln Street. Tim said these are infill projects and the city’s urban revitalization tax abatement program would serve as the local match; "we as the city of Manchester are not paying anything for this. Correct. Uh what we do is we provide tax breaks," Tim said.
Councilors asked clarifying questions about the WHTC program and its role in helping local employers recruit employees by expanding housing options. After discussion the council moved, seconded and approved Resolution 50; roll call recorded Maryanne, Joe, Bill, Brian and Linda voting yes.
Staff said approval signals municipal support for the application to the state agency; formal award of WHTC credits and final project approvals remain subject to state review and program rules.
