Staff said the replacement would be paid from the street improvement fund and the road-lease tax (no borrowings), and noted the city’s current machine had incurred about $30,000 in repairs over the past four years. Opponents on the council questioned buying two years ahead of the replacement schedule and prioritized other capital needs; one councilmember said, "I feel we're just moving money from one account to another to pay for this," and another called the timing "two years ahead of schedule."
A motion to purchase the 2025 Timco demo sweeper for $291,495 with trade was moved and seconded. The recorded roll-call vote was: Bill yes; Marian yes; Linda yes; Brian no; Joe yes. The motion passed 4–1. Council members emphasized that the purchase would be paid from existing street funds and that staff had a slot in the equipment replacement schedule this year.
The council’s approval preserves the special demo price and the vendor’s available delivery window but drew public comment and internal dissent over opportunity cost and whether pressing maintenance needs could be managed instead of replacing the unit early.
