Northfield council hears Houghton Road signal update and private property erosion concerns; MS4 report requested

Village Engineer Rich Wasosky told council on Jan. 8 that the signal contractor for the Houghton Road signal project expected to deliver poles in mid‑January. Wasosky said the Houghton Road project has helped with erosion and stormwater runoff and that, in his view, it is not creating new problems on neighboring private properties.
Councilmember Keith Czerr relayed a resident's concern about trees sinking and dying on private property off Houghton Road, noting the resident had contacted the Army Corps of Engineers. Wasosky said he had not spoken with the Corps about that specific property and that he receives daily rainfall records showing increasing frequency of peak storm events. Both Wasosky and Law Director Brad Bryan said problems with trees on private property are not a Village responsibility and that it is unlikely the Army Corps would spend funds to fix a private property's issues.
Councilmember Gary Vojtush asked that each councilmember receive a copy of the Village's MS4 report; the request was recorded in the minutes. No formal action was taken at the Jan. 8 meeting to change Village responsibility or to initiate remediation on private property.
Next steps: Council will receive the requested MS4 report; any further action would require separate motions or staff follow‑up.
