Bourne School Committee approves 2025–2030 draft strategic plan, moves it to design

The Bourne School Committee unanimously approved the district's 2025–2030 Draft Strategic Plan during its April 2, 2025 meeting and authorized staff to send the document to a graphic designer for final formatting.

Superintendent Dr. Kerri Anne Quinlan-Zhou presented the plan, which the district developed through an inclusive process that began in winter 2024 and included surveys, focus groups and six planning sessions with 23 stakeholders representing students, teachers, parents, administrators and local officials. The draft retains the district's vision, —Inspired to learn, empowered to explore, prepared to act,— and organizes goals into four focus areas: Teaching and Learning; Culture and Wellness; Communication; and Collaborative Leadership and Resources.

Dr. Zhou said the planning committee prioritized student voice and diverse representation and that the next step is converting broad goals into year-by-year action steps, beginning with a summer planning process to develop detailed implementation tasks. Committee members asked whether the district would break the plan into annual work plans; Dr. Zhou confirmed that the district will produce a phased, year-by-year rollout that aligns school improvement plans with the strategic priorities.

The committee praised student and staff contributors who participated in the planning process, including student representatives and teacher and parent members named during the presentation. The motion to approve the draft was made by Kerrie Scofield and seconded by Kendellynn Gagne and passed by voice vote, 7-0-0.

The committee directed administration to proceed with graphic design and to present more detailed, action-level timelines and metrics in future meetings as the district moves from strategic goals to implementation.
