NECCOG endorses Putnam road project, adopts budgets and hears chief-elected officials’ concerns

NECCOG members handled several formal actions and discussed local operational matters at the Sept. 29 special meeting.
On the consent/activity side, the council unanimously endorsed the Town of Putnam’s Local Transportation Capital Improvement Program application for Woodstock Avenue/Church Street improvements after a motion by Mr. Syme and a second by Mr. Gray. The council also approved the NECCOG/NECTD budgets and work plan on a motion by Mr. Piper and second by Mr. Griffiths; both motions passed unanimously.
During a chief-elected officials roundtable, Mr. Griffiths raised interest in creating a regional wash bay to help fleet maintenance; he estimated the project could cost about $250,000 excluding site work and ongoing maintenance and disposal costs, and several members expressed interest in joining. Members discussed concern that an unsettled state budget could harm towns’ bond ratings and their ability to secure loans. Mr. Brodeur said Eastford has received resident complaints about very bright yellow directional arrows installed as part of improved street signage. The director asked towns to populate the regional tourism site and noted event listings were scarce and asked members to contact Katie with details. Mr. Hendricks proposed bringing a land sale into executive session on Oct. 10 followed by a public hearing in November; Mr. Brodeur suggested completing the sale before the election and Mr. Griffiths offered to explore a special meeting if needed.
Meeting closure: Mr. Griffiths moved to adjourn and Mr. Syme seconded; the meeting adjourned at 9:21 a.m. by unanimous vote.
