The Stockbridge Village Council on June 5 adopted an ordinance regulating the keeping of chickens, approved a contract for IT equipment and services, appointed a new part‑time village clerk and approved payment of invoices totaling $56,789.98.
President Ogden called the meeting to order at 7:00 p.m. and roll call showed Cattell, Dyer, Fairbotham, Molly Howlett, Morehouse, Mullins and Ogden present.
The council approved payment of $56,789.98 in outstanding invoices on a roll-call vote. The motion to pay invoices was made by Molly Howlett and supported by Council member Cattell; the minutes record all seven members voting aye.
On information technology, a motion by Molly Howlett, supported by Council member Cattell, approved a contract with Silversmith Data that includes a one‑time setup cost of $4,012.00 and an annual maintenance fee of $2,036.00. The motion passed unanimously. Separately, Council member Cattell, supported by Council member Mullins, moved that the council explore other IT-service options while continuing a month‑to‑month arrangement with VC3; that motion also passed unanimously.
The council adopted the proposed "Ordinance to Regulate the Keeping of Chickens" after a recorded vote. The motion, made by Council member Morehouse and supported by Council member Cattell, passed 4–3. Recorded ayes were Morehouse, Mullins, Ogden and Fairbotham; recorded nays were Molly Howlett, Cattell and Dyer. The minutes note that the Ordinance Committee is continuing work on the ordinance’s fee schedule.
The council also approved hiring and appointing Heather Armstrong as the village clerk as a part‑time employee at $30 per hour, not to exceed 32 hours weekly. That motion, made by Council member Cattell and supported by Council member Mullins, passed on a roll-call vote with all members recorded as voting in favor.
In department reports, Chief Bartus updated the council on a local student attending the police academy and on a submitted accreditation grant. The Executive Committee reported work on a personnel manual and the Ordinance Committee announced a meeting on June 8 to continue work on the chicken ordinance and a separate ordinance concerning UTVs and golf carts.
The council set its next meeting for Monday, July 3, 2023, at 7:00 p.m. and adjourned at 8:46 p.m.
