Stronach Planning Commission refers draft cost-recovery ordinance to township board

The Stronach Township Planning Commission on June 3 reviewed sample cost-recovery ordinances and agreed a draft from Bear Creek Township in Emmet County was the most comparable to Stronach’s needs. Commissioners and the zoning administrator raised questions about who would perform billing—whether the township clerk, the fire chief, or another official—and how billing would interact with residents’ insurance policies.
Commission members concluded the ordinance’s wording and assignment of responsibilities were sufficiently complex that the commission should not finalize it. Instead, they agreed the draft should be referred to the township board for further review and formal drafting, to be placed on the township board agenda under Committee Reports at its next meeting.
The referral is procedural: no final ordinance language was adopted, and no timetable for board action was set during the Planning Commission meeting. The commission asked staff to preserve the sample materials and the commission’s questions for the board’s review so the board can consider who would carry out billing and how to align a cost-recovery approach with residents’ insurance obligations.
Next steps: the commission will await the township board’s review and any formal assignment or redrafting the board directs.
