Sylvan Lake Council approves water-fund loan, zoning appointments and winter maintenance agreement

Sylvan Lake City Council on Sept. 11 unanimously approved several procedural and fiscal items, including a short-term loan to the Water Fund, appointments to the Zoning Board of Appeals and the city's winter maintenance agreement with Oakland County.
Mayor Cowper reappointed Nicole Menuck to a three-year term on the Zoning Board of Appeals and appointed Simon Rubin as a regular member and Brian Etter as an alternate; council confirmed those appointments by unanimous vote.
City Manager Martin explained that water-rate increases approved earlier this year did not take effect until July 1, 2024, creating a temporary cash-flow shortfall in the Water Fund. Moved by Clarke and seconded by Buchanan, council approved a $50,000 loan from the General Fund to the Water Fund, to be repaid by June 20, 2025, with additional revenue from the recent rate increase. The vote was 4–0.
Council also approved the 2024–25 Winter Maintenance Agreement with the Road Commission for Oakland County for routine snow-and-ice operations for the coming season. The meeting adjourned at 7:59 p.m.
No formal ordinances or code amendments were adopted at the meeting; staff will return with final contract language and further documentation where required.
