Nominations opened after the mayor amended the agenda to include the appointment. Councilors Van Williams and Jquis Gary accepted nominations. Councilor James Stevens Wilkerson spoke first in the roll call voting, saying, "I vote for councelor Regina Van Williams for prom." The mayor announced that the majority supported Van Williams and congratulated her as the new mayor pro tem.
The nomination and vote were conducted by voice in open session; no roll-call tally with individual yes/no votes was recorded in the meeting minutes beyond the verbal confirmations during the vote. The council treated the selection as an internal leadership appointment and moved on to other agenda items.
