Council agrees to partial payment after contractor made two service connections without prior approval

Public Works Director Jon Welker reported May 5 that he hired Underground Solutions to connect a new water line on E. Grant Street because the line used a special plastic the city could not connect. Welker told the council that, although Mayor Lindberg had permitted only the main-line connection, Underground Solutions had already connected two service lines.
Welker presented an invoice from Underground Solutions for $5,020 for the work. Clerk Gwen Blass informed the council the $5,020 charge was not included in the FY2025 budget and funds would not be available until July 1. The council voted (motion by Rick Blake, second by Rick Richter) to pay $2,100 now and to pay the remaining $5,020 on July 1, 2025; Ayes – Richter, Schiller, Acker, Blake; Absent – Wedemeyer.
Council did not direct further disciplinary or reimbursement action against the contractor at the May 5 meeting. The partial payment authorizes immediate work-related payment while deferring final settlement until the new fiscal year.
What’s next: City staff will schedule the remaining payment for July 1, 2025, when FY2026 funds become available.
