The Sudbury Board of Health voted Dec. 10 to give the Health Department authority to cancel or restrict soil testing during periods of inclement weather or hard frost, with an explicit exception for emergency situations. The motion passed 2-0, with Board member Susan Sama moving and Chair Carol Bradford seconding.
Health Director Vivian Zeng told the board that cold-weather conditions make excavating for soil tests difficult and that the department would exercise discretion over tests scheduled in January, February and March. The board’s action is intended to avoid unsafe or impractical field conditions while preserving the ability to respond in urgent cases.
Resident Mike DiModica, who had previously raised the issue with staff, thanked Zeng and the board after the vote. The board also approved the Nov. 19 meeting minutes by the same 2-0 margin later in the meeting.
The vote authorizes departmental judgment in scheduling and does not eliminate the requirement that tests be completed when conditions permit or when an emergency requires action. No implementation timeline beyond the stated months was provided during the meeting, and the board did not specify changes to fee schedules or permitting deadlines.
