Pleasant Grove council approves bills amid point-of-order over councilwoman’s relative; adopts trafficking proclamation and travel resolution

A point of order was raised during consideration: a council member noted the bills included a payment to a relative of Councilwoman Regina Van Williams and questioned whether Councilwoman Van could move the motion or vote. Attorney Cooper advised the council that the presence of a bill payable to a relative did not, by itself, automatically bar the council member from participating and recommended proceeding to a vote and handling the specific payment separately if necessary.
The council voted on the payment motion; the motion passed with two council members recorded as opposed (Councelor Gary and Councelor Brown). After the vote, the presiding officer stated on the record that the contract at issue had been entered into before Councilwoman Regina Van Williams took office.
Separately, the council unanimously adopted a proclamation recognizing National Human Trafficking Prevention Month and approved Resolution 2026-01 authorizing travel advances for selected council representatives to attend the 2026 National League of Cities Congressional Conference.
