The Sudbury Finance Committee voted on two warrant articles affecting the town’s reserves and capital planning at its March 30 meeting.
Article 11 (FY27 Stabilization Fund): Assistant Town Manager/Finance Director Victor Garofalo reported the Stabilization Fund balance at $6.7 million, approximately 5.09% of the Town’s operating budget, and reviewed the fund’s role and voting thresholds. Upon motion by Co‑Chair Michael Joachim and seconded by Ryan Lynch, the committee voted to recommend approval of Article 11. Recorded votes were: Co‑Chair Michael Joachim — yes; Co‑Chair Michael Ferrari — yes; Andrew Sousa — yes; John Baranowsky — yes; Henry Sorett — yes; Ryan Lynch — no; Karl Fries — no; Andrew Bettinelli — yes (motion carries, 6–2).
Article 12 (Capital Stabilization Fund): Mr. Garofalo reported the Capital Stabilization Fund balance is $2.6 million and described its purpose in financing long‑term capital needs. Upon motion by Co‑Chair Michael Joachim and seconded by Co‑Chair Michael Ferrari, the committee voted to recommend approval of Article 12. The transcript records the following votes: Co‑Chair Michael Joachim — yes; Co‑Chair Michael Ferrari — yes; Andrew Sousa — yes; Eric Poch — yes; John Baranowsky — yes; Henry Sorett — yes; Ryan Lynch — no; Karl Fries — no; Andrew Bettinelli — yes (motion carries, 6–2). The attendance roll earlier listed Eric Poch as absent; the committee minutes will be reviewed to reconcile that discrepancy.
Both recommendations will be forwarded for consideration at Town Meeting.
