Coralville Board of Adjustment approves three conditional use permits and elects officers for 2026

The Coralville Board of Adjustment voted unanimously Monday to approve three conditional use permits and to elect new officers for 2026.
Joshua Motley was approved as chairperson for 2026, and Cheri Nicola was approved as vice-chairperson, each by a 3-0 vote of board members Sitzman, Motley and Nicola. The board also carried routine procedural motions to approve the meeting agenda and to adopt amended minutes from Dec. 15, 2025.
Community Development Director Dave Johnson said staff received no written or verbal public comments on any of the three permit applications and recommended a set of conditions common to the approvals, including final staff approval of site plans and building designs and restrictions on outside storage and parking. "The conditional use permit is contingent upon City Staff final approval of the site plan and building design," Johnson said in the staff report for the cases.
The board approved a conditional use permit for OM3, LLC to operate an automotive service, repair and body shop at 2710 James Street. Gus Wilson, representing OM3, said the operator plans to operate under the Caliber Collision brand and described the chain’s operations: "Caliber Collision has over 1,700 locations across the U.S., and it is a well-run auto repair business that does small repairs. The yard is fenced and all work is done inside the building, with their goal being repairs to be in and out within 2 weeks." The permit was approved with conditions barring outside storage of materials and equipment, limiting outside vehicle parking to vehicles awaiting or undergoing repair that are currently registered for street use, and prohibiting outside parking for more than 30 days; the permit also runs with the operator and would expire if the operator changes.
The board also approved a CUP for Coral Ridge 8 LLC to allow a bank with a drive-thru in a multi-tenant commercial building proposed at 3224 Crosspark Road. Jon Marner of MMS Consultants answered board questions for the applicant. According to the staff report, City Engineering reviewed the project and determined a traffic study was unnecessary; staff recommended the permit be contingent on final site-plan and building-design approval and to run in perpetuity with the current property owner and user, expiring on a change in ownership or use.
Finally, the board approved a CUP for Corda Credit Union for a bank with a drive-thru at 506 2nd Street, roughly 200 feet west of 2nd Street and 4th Avenue. Paula O'Rourke represented Corda Credit Union. Board member Sitzman asked about an existing building shown on the site; Johnson said that existing building was not part of the proposal and would be marketed separately for redevelopment. The Corda permit was approved with the same types of staff-recommended conditions as the others.
All formal motions recorded in the meeting carried by 3-0 votes. The board adjourned at 6:10 p.m.
Next steps: each approved permit remains contingent on final City staff approval of site plans and building designs; if an operator or ownership changes for a permitted use, staff said a new conditional use permit application will be required.
