Planning commission backs Lucky Pete commercial campus, including 1,120‑seat eSports arena

The Coralville Planning & Zoning Commission on Jan. 7 recommended approval of a rezoning, a PUD‑A master development plan and a final plat for Lucky Pete Subdivision, a proposed multi‑phased commercial campus that includes an eSports arena, two multi‑tenant commercial buildings and a drive‑thru restaurant.
Dave Johnson, Community Development Director, told the commission that the Master Development Plan frames the site for phased commercial use and that the owner must "work with Lowe's to address required development covenants and reimbursement requirements for roads and infrastructure associated with the shared drive." Johnson said the developer must also coordinate with the State of Iowa on the location and design of a secondary access off Highway 6 shown in Phase 2, and that grading permits would not be issued until Lowe's agreements and a construction site runoff permit under Section 9 of the City of Coralville Construction Site Erosion and Sediment Control Ordinance are satisfied.
Brian Boelke, representing the owner/applicant, said the owner intends to begin grading and infrastructure improvements and that there are "possible tenants lined up" for one of the retail/restaurant buildings on the southeast corner. In response to Commissioner Freidhof, Boelke said the developer has initiated conversations with Lowe's and will compensate Lowe's for already incurred expenses before grading begins. In response to Commissioner Dokun, Boelke said the proposed arena would have a seating capacity of 1,120 and is intended to host tournaments and eSports school events.
The commission voted 6-0 to recommend approval of the rezoning from C‑2 to C‑PUD‑1, then voted 6-0 to recommend the PUD‑A site plan and the final plat for Lucky Pete Subdivision. Staff noted that Phase 2 cannot proceed until the required secondary access is approved and Lowe's covenants and reimbursement agreements are resolved.
Next steps for the project include the developer securing agreements with Lowe's and coordinating with state authorities on the secondary access design; construction permits and grading approvals are contingent on those agreements and the required erosion-control approvals.
