The Capital Improvement Advisory Committee (CIAC) voted unanimously on Nov. 11 to recommend that Sudbury fund roof replacement projects at the Nixon and Noyes schools and send the warrant articles to a Special Town Meeting on Dec. 1, 2025.
Combined Facilities Director Sandra Duran presented the warrant articles and told the committee that the Town must initially fund the projects at 100 percent to be eligible for reimbursement from the Massachusetts School Building Authority (MSBA) of up to 41 percent of eligible costs.
Duran provided estimated project costs and potential MSBA grants: a partial roof replacement at Nixon is estimated at $4,064,845 with a maximum estimated MSBA grant of $1,676,360; Noyes is estimated at $7,821,563 with a maximum estimated MSBA grant of $3,131,973. Duran said the special meeting is needed so the Town can authorize the funds required to begin the projects and pursue the reimbursement process.
Tom Travers moved to recommend approval of the Nixon and Noyes roof warrant articles; Lisa Saklad seconded. The motion carried unanimously with recorded votes of Tom Travers — yes; Ark Pang — yes; Pete Iovenella — yes; Lisa Saklad — yes; and Susan Asbedian-Ciaffi — yes.
CIAC also voted to accept the minutes of its March 17, 2025 meeting (motion by Ark Pang; second by Lisa Saklad) and approved a motion to adjourn (motion by Susan Asbedian-Ciaffi; second by Ark Pang). The meeting was called to order by Vice Chair Pete Iovenella at 6:02 p.m. and adjourned at 6:36 p.m.
Next step: the warrant articles recommended by CIAC will be presented to a Special Town Meeting on Dec. 1, 2025, where voters will decide whether to authorize the necessary town funding to proceed and pursue MSBA reimbursement.
