The board reviewed a revised scope for FISH 288075 (705‑4 septic replacement), which now covers Pine Street and Old Meadow Road in addition to Fairbank Circle. The HLC design engineer estimated a design fee of $42,935. The BSC Group submitted a fee proposal of $93,000 that HLC rejected and followed with an amended $78,000 proposal that also was rejected; HLC is now requesting proposals from another engineering firm.
Executive Director Sheila M. Cusolito said the discrepant bids and rising fees illustrate how capital construction costs are escalating and that funding is not always fully in place when projects begin. Commissioners noted the matter in the context of the capital improvement plan and the need to manage scope and funding as projects proceed.
