The Sudbury Housing Authority unanimously approved its FY27 Annual Plan at a public hearing on Dec. 17, 2025, concluding a discussion about capital funding and reporting practices.
Executive Director Sheila M. Cusolito told commissioners the Annual Plan mainly documents historical data and that FY26 had not yet closed at the time the report was prepared. Commissioner S. Cline had asked why Section 4.1 shows an operating reserve of $0 at the end of FY26; Cusolito said the figure reflects reporting timing rather than an operational decision.
The board also discussed apparent discrepancies between the Authority’s Formula Funding allocation and the Capital Plan’s listed spending. Commissioner A. Lepak pressed for clarity about that gap; Cusolito said Formula Funding is determined by the physical condition of components and the portfolio size as tracked in a statewide database and acknowledged that the Authority does not control every funding source for specific projects. She said annual Formula Funding has hovered around $110,000 and is projected to increase to $128,000 in FY28.
Cusolito described the Capital Plan as the more-fluid part of the Annual Plan, covering five years, and said projects and funding priorities often shift. As an example, she said a long-standing capital project for site improvements was adjusted after discussions with the Fire Department: Musketahquid Village’s fire road paving was removed from the capital project list and will be addressed using reserves.
The Executive Director also said SHA will remove the detailed preventive-maintenance schedule from the policy document and maintain it in a database to avoid frequent policy edits when scheduling changes are needed.
Vice Chair T. Vitvitsky moved to approve the FY27 Annual Plan as presented; the motion, seconded by Assistant Treasurer F. Riepe, passed unanimously. The public hearing was then adjourned on a motion by Member S. Cline, seconded by Treasurer A. Lepak; the time of adjournment was recorded as 5:25 p.m. The recorded yes votes on the motions were S. Cline, A. Lepak, F. Riepe and T. Vitvitsky.
The hearing record notes two tenants were present and were advised on how to access the Annual Plan and invited to raise questions with the Housing Authority. No further public comment or amendments to the plan were recorded at the hearing.
