Sudbury Housing Authority directs CHA to draft RFP for 705 redevelopment amid cost concerns

Executive Director Sheila M. Cusolito told the Sudbury Housing Authority on Jan. 13 that internal reports from CHA showed very high construction cost estimates for the proposed 705 redevelopment, prompting the board to explore a design‑construction, “turn‑key” approach to control costs.
By consensus the commissioners directed CHA, under Task Order #2, to prepare a request for proposals for design‑construction services. Cusolito said the SHA would not be obligated to accept any turnkey proposal and could discontinue the project after reviewing responses; the board scheduled a Special Meeting for Feb. 24 at 7:00 p.m. to consider the RFP and next steps.
Chair S. Swanger and Commissioner F. Riepe participated in recent meetings with CHA, and Cusolito said CHA can prepare the RFP as part of its current work. Commissioners discussed the option as a possible cost‑saving measure in light of the construction estimates and preliminary firm outreach already performed by CHA.
The board’s direction is procedural: CHA is to draft the procurement documents for the board’s consideration. No contract award or final design decision was made at the Jan. 13 meeting; SHA staff will return with more detailed cost information and procurement language at the February meeting, per the schedule Cusolito described.
