The Region 4 Board of Education’s John Winthrop Security Project Building Committee on Sept. 18 approved payment for camera equipment and four contractor change orders for ongoing security and entryway work at John Winthrop Middle School.
Chairman Rick Daniels presented CT Comp invoice #000194928 for $9,201.80 to cover camera hardware; Finance Director and financial consultant Robert Grissom and Facilities Director Fred Gerber confirmed the equipment has been received and that the invoice was $145 less than quoted. The committee unanimously approved payment as presented.
Committee members then approved four change orders from Orlando Annulli & Sons. Change Order Proposal #12 (dated Sept. 10) added furring and finish work in the secretary’s office for $2,733.83 so interior wall finishes are uniform. Proposal #13 (Sept. 10) approved $1,575 for a survey and as‑built drawing of the bus loop, passenger loading area and sidewalks at the building official’s request. Proposal #14 (Sept. 16) added break‑metal sills at storefronts and vestibules for $840 to provide a cleaner finished appearance and was approved.
On Change Order Proposal #15 (Sept. 16), the contractor and subcontractor Schindler Elevator requested $5,377.91 to reroute elevator circuits and related conduit work for elevator power, lighting, fire alarm and phone lines. QA+M architect Rusty Malik told the committee QA+M did not support the full scope as proposed, saying some of the requested work may not be a code requirement and that credits should be applied where appropriate. Malik recommended approving a Not‑To‑Exceed amount to keep the project on schedule while limiting the school’s exposure to the full requested cost. The committee unanimously approved the change order with a revised Not‑To‑Exceed amount of $3,000.
QA+M representatives Erin Benken and Rusty Malik also gave a brief schedule update: the contractor has revised the project’s estimated completion to mid‑October, but Malik said the elevator itself is more likely to be completed in late October to early November. After the elevator is installed, the State Elevator Inspector must schedule an inspection and sign‑off before the elevator may be used, which could extend the timeline.
There was no public comment. Chairman Daniels adjourned the meeting at 8:54 a.m.
Next steps identified during the meeting include scheduling the State Elevator Inspector and following up on any credits or scope clarifications related to the elevator conduit work.
