Chaplin planning commission extends suspension of fines for 80 Marcy Road until June 12

The Chaplin Planning & Zoning Commission voted March 13 to extend the suspension of fines against the owner of 80 Marcy Road for three months, moving the next review to the commission’s June 12 meeting.

Zoning Enforcement Officer Jay Gigliotti presented recent photos and noted a letter from Rusty Lanzit asking that fines be paused because of hardship. Owner Joan McClure, accompanied by her son Randy, said cold weather and workshop limitations prevented substantive cleanup over the winter and said she hopes the work will be completed within about three months. Gigliotti said he would like to see a cleanup plan that includes dumpsters on site.

Peter Haines made the motion to continue the suspension for three months; Dave Garceau seconded it. The motion carried with an abstention recorded by Helen Weingart. Earlier in the meeting the commission had already approved the Feb. 13 minutes on a similar motion by Haines, seconded by Garceau, with Pete Fiasconaro abstaining.

Commission discussion noted that the town is pursuing an appeal related to the fines; several members emphasized that the commission itself has no jurisdiction over the town’s appeal process. Commissioner Randy Godaire referenced the outstanding fine amount, stating it was $9,300, and suggested the possibility of a partial payment to fund dumpsters if needed.

The commission did not set additional conditions beyond requesting a plan; the item will return for review at the June 12 meeting.
