Ashville council unanimously approves surplus truck, radio purchase, staff addition and bills

The Ashville City Council on Nov. 4, 2024 unanimously approved several routine measures, including Resolution 2024-021 to surplus a city service truck; the purchase of six Southern Link radios for the fire department and an approximately $8,000 patch to make them P25-compatible; the addition of a water department employee; and payment of bills.
Mayor Derrick Mostella called the meeting to order at 6:38 p.m. and announced that Councilmembers Robin Bowlin, Edward Roscoe Lane, Shirley Smith and Denise Williams were present; Councilmember Adam Abernathy was absent. Councilmembers voted yes on each motion without recorded opposition.
Councilmember Shirley Smith moved to approve the meeting agenda; Councilmember Denise Williams seconded and the motion passed. The council then approved the minutes from the Oct. 21, 2024 meeting on a motion from Councilmember Denise Williams, seconded by Councilmember Shirley Smith.
The council approved Resolution 2024-021 to surplus a service truck. Councilmember Robin Bowlin moved the resolution and Councilmember Edward Roscoe Lane seconded; the motion carried unanimously.
On a related procurement item, the council authorized purchasing six Southern Link radios for the fire department at about $50 per unit and approved acquiring a patch to make those radios compatible with P25 systems. The patch cost was described as approximately $8,000 in the meeting record, and council members noted that several neighboring fire departments had expressed interest in combining efforts to share that cost. The council approved the purchase pending attorney review.
The council also voted to add a water department employee after a motion from Councilmember Edward Roscoe Lane, seconded by Councilmember Robin Bowlin. Finally, Councilmember Denise Williams moved to pay the bills due; Councilmember Shirley Smith seconded and the motion passed unanimously.
The council made several community announcements, including the next council meeting on Nov. 18, 2024 at 6 p.m.; City Hall closures for Veterans Day (Nov. 11) and Thanksgiving (Nov. 28–29); a Christmas Tree Lighting on Dec. 1 from 6–8 p.m.; and Christmas on the Square and a parade on Dec. 14. Mayor Mostella then called for adjournment; the council voted to adjourn and the meeting record was signed by Mayor Derrick Mostella and City Clerk Chrystal St. John.
