Board conditionally approves Hog Heaven Estates lot split and OKs Buck Haven West outlots

Hog Heaven Estates: County staff presented a two‑lot minor subdivision proposed by property owner David Nickel. Staff reported the parcel is zoned agricultural and noted a prior Board of Adjustment variance for a detached garage encroachment; the plat was recommended for conditional approval because the subdivision is within two miles of the city of Winterset and requires the city’s extraterritorial resolution before recording. No members of the public spoke for or against the plat during the county hearing. The board voted to approve the subdivision conditionally on receipt of the City of Winterset resolution.
Buck Haven West: Staff described a 223.7‑acre tract proposed as three outlots that lie largely within a perpetual federal wetland reserve easement. Because the easement forbids improvements and the area is flood‑prone, staff designated the lots as outlots and recommended approval; engineers noted access must come through the private subdivision and no new driveways from the public roads would be allowed. The board approved the Buck Haven West plat as presented.
What the approvals mean: Hog Heaven’s plat cannot be recorded until the city resolution is received. Buck Haven West’s outlots are recorded with the perpetual easement restrictions; ownership changes will not alter the easement’s conservation requirements.
