Sudbury subcommittee directs staff to follow up on multiple policies, flags traffic-sign rule for review

Lisa Kouchakdjian, member of the Sudbury Select Board’s Policies and Procedures Subcommittee, opened the subcommittee’s virtual meeting at 9:02 a.m. on Sept. 22, 2025, and the panel directed town staff to follow up on several active policies and flagged one traffic-related rule for possible rescission.
The subcommittee asked Town Manager Andy Sheehan to follow up on the town’s Affirmative Action policy and said the administration will roll two existing investment policies into a single new investment policy for presentation to the full Select Board. Members also noted that once the Select Board updates its liquor rules, the town’s Training for Dispensers and Sellers of Alcohol Beverages policy will become moot, and staff were asked to locate the latest version of the Revised Definition for Local Preference Households as well as the most recent remote participation and flag policies. The subcommittee agreed the Sewataro Use policy will be discussed with the full Select Board when Town Manager Sheehan brings it forward in December.
Sheehan told the subcommittee that the Traffic Control Signs policy is operational in nature and suggested that Traffic Rules and Order remain as formal policy while the Traffic Control Signs policy could be rescinded. Member Dan Carty urged caution, saying the subcommittee should review the Traffic Rules and Order policy before the Select Board rescinds the Control Signs policy to ensure the subcommittee does not inadvertently give up any authorities or responsibilities.
The subcommittee agreed to seek direction from the full Select Board on which current policies to review first; Member Kouchakdjian suggested starting with older policies. Member Dan Carty said he will update a prototype webpage and present it to the full Select Board at its first meeting in October.
No members of the public spoke during the public comment period. The subcommittee also noted that minutes from the Dec. 20, 2024 meeting will be reviewed at a future meeting.
Member Lisa Kouchakdjian moved to adjourn; Member Dan Carty seconded. The motion passed 2-0, with each member stating “aye,” and the meeting adjourned at 9:43 a.m.
What happens next: The subcommittee will ask the full Select Board which policies to prioritize for review; several items (investment consolidation, affirmative action follow-up, Sewataro Use policy) are slated for future presentations to the Select Board.
