The Brooklyn Board of Finance voted Feb. 18 to publish a request for proposals seeking an independent auditing firm to audit the Town and Board of Education financial statements for the fiscal year ending June 30, 2026.
After a brief discussion of a draft prepared by staff, the board approved a motion permitting Shelley Cates to publish the RFP. The board’s action authorized staff to proceed with the procurement steps described in the draft document distributed with the meeting materials.
The RFP describes a full financial‑statement audit under Government Auditing Standards (Yellow Book) and GASB principles, and states that, if applicable, the selected firm must conduct state and federal single audits under 2 CFR Part 200 and Connecticut single‑audit requirements. Deliverables listed in the draft include an independent auditor’s report, a management letter, and any Single Audit schedules; the RFP notes final signed reports and management letter are expected no later than Dec. 31, 2026, and that certified copies must be filed with the Connecticut Office of Policy and Management (OPM) within six months of fiscal year end unless an extension is granted.
The RFP packet in the meeting materials sets a target schedule for proposers (questions due March 5; addenda posted March 12) and a proposal due date of March 31, 2026, by 2:00 p.m., to the First Selectman’s Office at PO Box 356, 4 Wolf Den Road, Brooklyn, CT 06234. The draft identifies statutory authorities the audit must meet (including CGS §7‑392 and related state rules) and requires Connecticut licensure and peer‑review documentation from proposing firms.
The motion to publish the RFP passed without recorded opposition. The board did not name a recommended auditor at the meeting; the RFP process described in the packet will govern selection and OPM notification if required.
