Woodburn schedules June 1 public hearing on water projects; Board approves $39,847 for CCMG payment revision

Mayor Kelsey told the Woodburn Common Council that a public hearing on the city’s Preliminary Engineering Report (PER) for water projects is scheduled for June 1, 2026, with a public notice to be posted in advance. The filing to establish a DORA (Designated Outdoor Refreshment Area) also remains in process and will require its own public hearing and ordinance if the city proceeds.

Superintendent Walls updated both the Board of Works and the council on the city’s water infrastructure work and leak detection efforts. Walls reported an active service‑line leak on Main Street and said two additional leaks in the city have been identified; a new utility technician has started to assist with repairs. Walls also noted the city is tracking leak‑detection data with Zonescan loggers and continuing street work with contractor Wayne Asphalt.

At the May 18 Board of Works meeting, Landon of A&Z Engineering presented an update on the 2026 Community Crossings Matching Grant (CCMG) projects. Mayor Kelsey moved to approve a $39,847.00 revision to the project payment section; Board member Heckley seconded and the motion carried unanimously. The minutes record the payment amount and that the motion passed but do not specify contract language or future disbursement dates.

The council and Board of Works did not provide detailed budgets for the PER work in the minutes; specific project scopes and timelines are expected to be discussed at the June 1 public hearing.
