Region 4 building committee approves payments and two change orders for John Winthrop Middle School security project

The Region 4 JWMS Security Project Building Committee on Oct. 18 approved contractor and consultant payments and two change orders, received a construction and budget update, and asked the architect to seek a lower price on a separate survey as-built change order.
The Region 4 JWMS Security Project Building Committee met remotely on Oct. 18 and approved several payments and two contractor change orders for the John Winthrop Middle School security addition.
Chairman Rick Daniels presented invoices for the project and the committee voted unanimously to approve QAM invoice #17403 (dated Aug. 31, 2025) for $6,920.40 and QAM invoice #17476 (dated Sept. 30, 2025) for $3,066.60 for construction administration services. The committee also approved Orlando Annulli & Sons Payment Application #5 (period to Sept. 30, 2025) for $179,146.00; the architect QA+M reviewed the application and said a fully signed copy will be obtained from the contractor.
Finance Director Robert Grissom reported that the only budget changes since the prior meeting were payment of $9,201.80 to CT Comp for camera hardware and contingency used for previously approved change orders. Grissom said the project contingency balance stands at $38,969.93.
QA+M architects Erin Benken and Rusty Malik gave a construction update saying recent work completed includes site seeding and planting, planter box preparation and mulching, completion of concrete and asphalt site work (sidewalks, ADA areas, ramps and a raised roadway), canopy framing that has passed inspection, lighting and railings installed, and drywall installation beginning. Architects said elevator installation is scheduled for Nov. 10, 2025 if vendor crews are available; the Building Official and Fire Marshal expect inspections in mid-December and the state elevator inspection date is to be scheduled after installation.
The committee considered three change-order items from Orlando Annulli & Sons. Change Order Proposal #16 (additional grading and paving at the traffic circle), dated Oct. 10, 2025, for $6,114.02 was presented and unanimously approved. Change Order Proposal #17 (relocation of a fire alarm horn/strobe at the upper vestibule), dated Oct. 10, 2025, for $1,042.17 and requested by the Fire Marshal, was likewise unanimously approved.
Change Order Proposal #13Rev2 (survey for as-built drawings), dated Sept. 25, 2025, for $3,675.00 was discussed but not approved. Architect Rusty Malik told the committee the contractor's price appeared roughly $1,000 higher than a competitor's quote of about $2,500; the committee asked the architect to request a counterproposal from the contractor to match the lower price and the item will return to a future meeting after the contractor responds.
Committee members also discussed two potential future costs for awareness: rewiring lighting in the canopy, stairwells and secured vestibule and wiring elevator electrical conduit into the shaft (the latter previously authorized with a Not-To-Exceed amount of $3,000 while the architect awaits a final price).
There was no public comment. The meeting was adjourned at 9:05 a.m. The committee will revisit the survey as-built change order after the contractor responds, and the project team expects elevator installation and subsequent inspections to govern remaining schedule milestones.
